T.J. OSBORNE, PRESIDENT
T.J. Osborne is the Federal Regulatory Affairs Manager at Exelon, one of the nation’s largest utility companies by customer count, serving approximately 10.7 million electric and gas customers in New Jersey, Maryland, Illinois, Delaware, Pennsylvania and the District of Columbia. He leads multiple federal initiatives that shape Exelon's strategic direction through policy development, stakeholder management, and political contributions. He holds a B.S. from Hampton University and M.S. from Johns Hopkins University.from Hampton University and M.S. from Johns Hopkins University.


DR. ALEXANDER WASHINGTON, VICE PRESIDENT
Dr. Alexander (Alex) Washington is the Director of Federal Governmental Affairs for Entergy Services, LLC, a vertically integrated energy company serving 2.9 million utility customers across Louisiana, Mississippi, Arkansas, and Texas. He oversees policy issues, political affairs, and stakeholder relationships. With a Ph.D. in Public Policy and Administration, Alex is a recognized leader in sustainable energy policies and workforce development. He spearheaded the establishment of high school energy academies and organized the first Mississippi HBCU Utility Career Summit. Alex's contributions have been recognized by the Mississippi Business Journal, and he holds leadership positions in various organizations.
CLARENCE HAWKES III, SECRETARY
Clarence is an Attorney with Baker Botts LLP, practicing from the Firm’s D.C. office on matters involving energy law, administrative law, cooperative law, communications, and transactional law. Clarence represents municipal and tribal utilities, electric cooperatives, and other governmental entities before the Federal Energy Regulatory Commission (FERC) in administrative litigation and settlement proceedings. Clarence also advises clients on issues concerning FERC rulemakings, RTO)/ISO tariffs, and stakeholder processes. Additionally, Clarence advises clients on financing and development matters for renewable energy projects.
KNIA TANNER, SECRETARY
Knia Tanner, Esq. currently serves as Assistant People’s Counsel with the District of Columbia Office of the People’s Counsel, where she represents the interests of District ratepayers in administrative litigation and regulatory proceedings before the D.C. Public Service Commission. Her work focuses on advancing affordability, service reliability, and equitable access to essential utility services through consumer-focused advocacy.
Ms. Tanner received her Juris Doctor from the University of Maryland School of Law and her Bachelor of Arts in Economics from Smith College.


LOGAN RITTER, TREASURER
Logan Ritter is the Manager, Congressional Affairs at Solar Energy Industries Association where she provides administrative support to the Congressional Affairs team, drafts correspondence, including email communications to SEIA members and Capitol Hill, and assists the VP of Congressional Affairs with activities related to the PAC.
Logan was born and raised in South Jersey alongside one younger sister. She is a proud graduate of Howard University where she earned her B.A. in political science with a minor in Arabic.
